2) No, the 10 sec runoff only applies under a minute and when the clock is running. The clock was not running.

Ah, thanks for explaining.

It makes sense that it would only apply if the clock was running, because that's the only time you'd take an intentional penalty. Obviously you wouldn't do that with the clock stopped, but for some reason I thought it applied in all situations.
