Why can't punters kick the ball out of bounds?

I just don't understand Wetherford with 4 touchbacks. That's just pathetic. Why can't they freakin kick the ball out of bounds, and then you don't need to rely on how the ball bounces, or your players downing it. It makes no sense to me.
