just looking at current record, who has to play who and divisional records just what scenario must happen for the saints to not have a playoff spot already?

Green Bay, Giants, and Tampa Bay can all get to 10-6 with an 8-4 conference record.

New Orleans would lose a tiebreaker to Tampa Bay, so they need either:

A)A win or tie
B)A Tampa Bay loss or tie

Tampa Bay plays Seattle, so New Orleans is likely going to need to beat Atlanta if they want to clinch a spot this week.

I say TRUE, Saints are the better team and they make a statement before the playoffs. They won't catch Falcons for division, but they'll go further in playoffs, possibly a return trip to Super Bowl.
