To clarify...If a -3 home fav ML should be -147 [based on a huge number of games and results] and the actual line is -155 does the Home Favorite win?

The thought here is...are the books making their own bet by making the team more or less expensive?

I think the book is just moving the line around to get even action. Value can vary from pointspread to ML, always keep an eye out.
