atleast 20 pts if the number went over 18 just because of
football scoring

Obviously 18 and 19 are not likely numbers, but to say that 17.5 and 19.5 are essentially the same is utter rubbish. Just because the difference between two lines doesn't involve key numbers does not make them "pretty much the same."

how would you score 18 or 19 pts in football without scoring atleast 20

Two Touchdowns 2 safetys = 18pts
Two touchdowns 1 fg 1 safety = 19 pts
other than that it will go over 20 pts
if this was cfl it would be a different story
