In the last two minutes of each half, stop the clock on first downs until the chains get moved. Teams that successfully make a first down are losing precious seconds trying to get everybody up to the line to run the next play or spike the ball. Plus sometimes they DO get up to the line quickly, but have to wait for the referee crew to spot the ball and get out of the way.
