Then he tries 63-yard FG with 9 seconds still left and chance to get closer against a terrible Raider defense. And he had to try that because, wait for it, had no timeouts left.
The first TO wasn't so bad, but he waited a bunch of seconds before calling it, until Oakland lined up.
