Does the clock stop on running out of bounds

I've noticed sometimes the clock stops.

And sometimes it stops briefly before counting again.




This might sound dumb to those of you who know the rules.

But if anyone wouldn't mind explaining the difference, I wouldn't mind learning.

It stops last 2 min of first half and last 5 min of the game, otherwise it starts after ref sets the ball
