The ravens low scoring average made me think it has a decent shot of landing.

As a Ravens fan, even I was surprised at this line, for the same reason you mentioned. I think -7 is more appropriate.

Ravens aren't as good as past years. Their win against the Steelers was more about Pittsburgh's issues rather then Baltimore being a legitimate threat to anyone. That said, Cleveland sucks and it could only get worse for them. Personally I would not waste money on them. Has to be a no bet game or just find an angle on the total or prop bet. Good luck though.
