In short, yes.
Brady's numbers are still very good, but have been dropping a bit year-to-year production wise. His age is very much in play. Now, whether it affects him this year or in his early 40's(like Peyton) remains to be seen.
In any case I'm not sold on Jimmy Garoppolo and he has to start the first four games, while Brady serves his 4-game suspension. In this span they're hosting the Bills early in the season while Tyrod will still be healthy, I expect the Bills to win. And, the Bills just happen to be the Pats' main competitors for the division title.
My guess also hinges on Brady being undervalued and Belichick overvalued.
Personally, I placed a bet on the Bills to win the division a few weeks back.

Jets start of schedule absolutely brutal.
9-7 at very best which won't be enough to beat out Pats.
Other two aren't good enough either.
