Can Indy challenge a play now without any time outs?

I know it wont matter within the 2 min mark, but that might have been too soon to take it if they need a TO in order to challenge.

Also on the topic of timeouts. Isnt there a penalty for calling back to back Tos before the next play if neither of them resulted due to an injury?

This goes for college as well. I noticed it yesterday yet no flag.
