Line opened at -6 and is all the way down to -3.5 and I am having trouble understanding why. Hoyer will be starting once again. I know its a division game but the line movement has me baffled. Is this a letdown spot for the Bengals after that big victory against the Packers last week? I would think Public would be all over Bengals here just like they were all over Vikings last week. I do expect a close game and another Browns victory wouldn't suprise me here. I did read that the fav has won only 1 of last 12 between the teams so perhaps Browns likely cover here.
