It was a chop block.....I had SEA +7.5 and SF -7 I almost lost because of that lol this stuff makes me crazy lol

THat was a very liberal interpretation of a chop block. The low hit was onthe waist level. Now, I don't know the exact wording of the rules, but man, that is a lame penalty.
