Who manipulates these lines on slow days?

Wyoming quickly moved from +3.5 down to +2 and then quickly back up to +3.5 and even 4 at one book.
Santa Clara moved from +3 up to +4.5 and quickly down to +2.5

Who i manipulating these line moves?

That didn't wildly move in one direction and then way back the other way.
That is a normal total move.
