It doesnt matter if it wasn't going in, all that matters is if it was on its way down, above the rim and looks like it will hit the rim. The play satisfies all 3 requirements.

It didn't hit the rim because it was a basket off. The spirit of the rule is to give the shot a chance. That shot had zero chance of hitting anything. UCLA kid went up for it too because it was obviously an air ball.
