At the most basic elementary level: Gut feeling
Play the over or under as you feel like the game will play out
If you want to get more in-depth: Crunch the numbers
I don't do CBB (aside from Creighton)--though players care more than the NBA, college sports are wild and unpredictable (as they should be with a bunch of 18-22 y/o amateurs). I do a lot of NBA--albeit 1H totals for the most part. I simply crunch the numbers and make a prediction on whether it'll be over/under based on crunched number averages and its position relative to the number line. Factor in other variables and you can make a decent bet on the over/under.

Here is another good tool to use
kenpom.com A $20 subscription to this service is well worth it if you're a serious cbb handicapper.
Pay attention to things like Tempo. The better team will usually force the pace of the game. Another hint: I try to stay away from totals where the game is more or less evenly matched-I try to pick games where one team is dominant because they will usually dictate the flow of the game-IMHO evenly matched games are harder to cap for totals. My two cents, for what its worth.
