Are NBA teams being fined for resting players?

Just curious. In the past they used to fine teams now with the shortened season they just dont i guess. Alot of teams are doing it whether its thru pretend injuries or just plain out rest. People pay big bucks to watch these games. They should know well in advance not one hour before gametime.
