Why would Washingtons Money lines be off this much they all have spreads of 13 to 13.5 ?

IMHO, OKC and Chicago are considered to be proven, elite teams with two of the most dominating players in the game. Philly on the other hand hasn't been out of the first round in years and has no superstar. It's pretty obvious to me.
