No they're not... They're just unwilling to reverse their initial position this early in the game. Either team could win by 2 or 20 with 3 quarters left to play...

yep. as a matter of fact getting magic -2.5 is a good bet! orlando can be down by 10 in the last 2 minutes and still win the game! cant say that about most of the other teams.
