Clearly states in rulebook that continuation is given when a player is " fouled in the act of shooting"

this call has always irritated me because lebron gets hipcheck 22 feet from the basketball then he takes 3 steps towards the hoop and gets continuation/shooting foul. Atleast this is called consistant through the nba
like just now nash was bumped dribbling the ball 19 feet away took 2 steps threw up a shot and got continuation
please change the rulebook to
continuation shall be granted if a player is fouled then takes 3 steps and shoots the ball
