                      maybe they think its a good marketing strategy so people jump on to their site and bet with them only to find out there is no line but most wouldnt care because of all the time spent getting hooked up with the site lol

                          Bad lines happen. It's ill advised to try and take advantage. They almost always catch them and void the game. If you continually try to take advantage of these situations, they have in the past just closed your account.
