Are Carmelo and Billups out for sure?

I noticed a big drop in the GS/Den line and have read Melo and Billups are probably going to miss the game. But as of yet I see no definite word.

i wouldnt count on billups just because its a fast paced game against GSW and Billups Is 30 years old plus
i see limited mins if any plus no birdman makes this anyones game
