Top division plays for the Title
2nd division plays to move up to first division.
Something like bottom 4 of top tier,no playoffs, drop down.
Top 4 teams from bottom tier move up.

All games become meaningful.

Soccer has been doing this and it would work great in the NBA.
Owners will never go for it, or less games which would also give us a better product.

Only in professional sports can you not give a crap about doing your job on a daily basis and get paid millions for it. Why give any effort when it has no effect on your guaranteed million dollar salary.
