How is Portland a road favorite against the Grizz?

Portland has been one of the biggest disappointments this season yet they're laying points on the road against a better team? I don't get it, someone explain please

Makes no sense really but Memphis banged up some, Portland guards should go crazy. Number man is always generous to more healthy teams.
