You would need another 40 new teams for that to work out to make it a 3 division league.

Nahhh Just like 15 more. Make a 15 teams division 2 which just play more often against each other than NBA teams. Top 4 of league 2 get the spot of bottom 4 NBA teams or something like that. Just sayin you dont need that much new teams to make that shit work

Or you can just make the draft totally random with all team having the same % to get any draft position. It wont help the cas of bad teams. But you wont see bad team ending up their season after 40 games and try to loose as much game as they can to get that high % at the lottery
