Orlando makes sense if you consider that the lines they have to cover are as substantial dogs due to how bad the perception of their team is. I'd say the same for a lot of those teams actually. Some of them are even 'good' on paper but public perception is that they are terrible, which matters more for where the line settles.

How many people are putting their money on Orlando, New Orleans, Cleveland, or Washington with confidence on a regular basis? Maybe if they're playing Charlotte or the line is especially absurd.
