With a closing line of Phoenix +1 and then a halftime line of Phoenix +1 which means Phoenix -2 for the game, I don't see how that agrees that the Bucks are going to come back to win the game. If they really saw that coming, they'd have it as Milwaukee -3

I had the Suns too. It was pretty close for a while. It could have gone either way. Both teams are garbage. But as a degenerate gambler, I had to pick one.
