They are saying that withdrawing and being barred from racing are one in the same, I guess when you throw in "even if a competitor withdraws for some reason" it gives them lots of wiggle room to screw you over.
Unless the entire race is canceled, all bets have action (even if a competitor withdraws for some reason).
