They are saying that withdrawing and being barred from racing are one in the same, I guess when you throw in "even if a competitor withdraws for some reason" it gives them lots of wiggle room to screw you over.

That's the problem with the rule they have in place for US players, it is very vague and can be used in different ways in different situations while the rule you use is very precise and cut and dry when it comes to situations like today. Just another reason to stay away from this POS book!!
