F1 races have been max 2 hours racing time, plus 1 lap, for a long time.

All teams know it is being shortened well ahead of it happening, so it makes no difference to the racing usually.

there's a 2 hour time limit for all races, and with the rain, safety cars, and generally slow nature of the track, they didn't manage to get all laps in.
