flyboy, everyone gets 1 mulligan and drops their worst week in the segmetn. wworks out good if you forget to play a week or if you put up a goose egg.

main reason for it is it easily can happen to forget a week and this way it doesn't cost you much

otherwise it'd be very hard to finish high if you missed
