Can not use the Twinspires of the world as my state does not allow it. Use 5dimes/DSI. Both are good with solid rebates. 5 dimes has lower minimums and DSI let's you bet right up until horses are loading into the gate.

Why is beting the horses off-shore insane? If you live in a state that is not with the times, you do not have many other options.I guess you could fly to Vegas/AC for the big races. Probably spend more on your flight than what you would win at the windows.

I've always used Betfair & never had a prob. Winnings were deposited into my bank acct within 5 days.

Biggest plus is the wide range of offerings & lots of $$$ on races.

Sounds like you have played at some weak offshore books. 5 dimes/DSI has high limits. $100 max return on an exacta is unacceptable. I would never post up at a shop like that.

Actually they are rated A- and B+ on this site. Just a few weeks ago I wagered a measly $12 exacta that got declined for no reason.

To be clear, not all offshore books are like the ones you describe. I know BetIslands has a weak race book, which they are supposed to improve. I would probably play at the Twin Spires of the world if my State Gov't would let me.
