Is Sports Interaction the dumbest racebook?

So I asked them to explain the difference between Levels 1-2-3, and the chat person says "Level 1 is the VERY best horses and tracks". In looking through the list, these were shown as "level 1": Hastings, Delaware County Fair (harness), Yavapai, Portland Meadows and Ferndale (the last 1/2 mile t-bred track, I think). Shown on Level 3: Bay Meadows (closed and torn down since 2008) Great Lakes Downs (See Bay Meadows) Philly Park and Turfway. So when pressed, I was given this link:
