As it mentions in the manual we try and stay away from the races with the 6 horse fields, especially if the best horses to bet on offer no real value (ie, they're the favorites) so you wouldn't necessarily include those in your Pick 3 bets.
The 2 or 3 horses listed are the ones that have a chance to win the race. It doesn't mean from left to right these horses will finish 1st, 2nd and 3rd. It means if you are going to do exotic bets like Pick 3's and Pick 4's these would be the horses to include in your combination bets.
