What currently are the racebooks with highest rebates? The very highest I have seen is Jazz Sports at 10%. Which others come close to Jazz?

Jazz/looselines are solid books that pay fast BUT for horses the limits are just patheticly low PLUS no pic 4 or 5's and they cap other exotics at very low max payouts. I have talked with them about this but management does not care to change
