bethq, betworks, markread, readbet have all offered this in the past.

hkjc offers 10% rebates but you need to be HK10,000 (which is too much for longshots) and open the account in Hong Kong.

You can get hk tote +5% at multiple outlets, but 5% is rubbish and it's usually better to not bet at that point.

Unibet used to offer +10% until the scandocucks took over.
