The EXACTA key (partial wheel, really) would be less expensive:
1 with 2-3-4, for example.

I don't know of any sportsbooks, advanced deposit wagering services (ADWs), or off-track betting (OTB) places that would do that.
What I have seen is one of two scenarios:
1. replace the scratched horse with one with most favorable available odds,
2. cancel the bet and refund it.
You would need to check with who you are betting with to find out which way they go with these situations for triples (trifectas, trixies) or exactas (exactors, doubles) where a betting interest scratches after you make your wager.

No.
You see, you are betting into various pools (pari-mutuel wagering). They can't turn a trifecta (treble/trixie) into an exacta (double), because that would place it into a different pool. Their choices are to give you a replacement (shortest odds favorite at post time), or to refund the bet. They don't change the pool you are betting into.Comment -

Good morning folks everything is fine here but been busy going to therapy and dr offices between my father, sister and myself been a little busy everyday and not really in a xmas mood this year. Girl i know from new mexico went to tampa this morning for a surgery by a specialist down there. She rented a condo on the beach in sarasota for a month to recooperate.
