stake1 is correct because the road team has just taken the lead in the uncompleted inning. Had the home team just tied or taken the lead at time of suspension, they would go by current score. And it is not "Heritage", it is the Vegas Standard so rule is true for all books that abide by it.

As mentioned, Bookmaker does not, they require 9 innings and rightfully do not recognize suspensions, so No Action all around there and in SBR Book.

Correct see my posts on subject. Bookmaker does not go by Vegas Rule, they require 9 innings.
