It means they offer events at decimal 1.97/1.97 or american -103/-103.

Thank you Sir for your reply, i will keep that in mind. i also read the t&c that 188bet will pay the price difference to bet if placed a wager in 1x2 and found another european bookmaker that offers lower than 103% not bad. hope theres really a European bookies that offers what they will pay for.

Don't think there are any European books close to 103% on 1x2. Partouche are the closest at 104.5%.
