Or else contact them and let them know. I worked for a major internet company in the U.S. in the past and sometimes the engineers would mess up routine maintenance thus blocking some people. They always did maintenance in the middle of the night. Just let them know you can't reach their site

BTW, It sounded to me like you needed to reset your modem at the time you experienced the issue.
