I don't know enough about fincen laws to understand why coinbase does what they do. I will say that Bittrex and Kraken are both US based and I have never been asked a thing about where my bitcoin is going or coming from by them.
Sounds like a pretty simple solution here. Don't use Coinbase for offshore gambling.

I don't have enough inside knowledge to be sure myself. Gemini is definitely as easy as they can afford to be on gambling transfers. I suspect Coinbase is a bit more under the microscope than any other US licensed exchange being so huge.

Their problem is partially that if they get it wrong and Fincen comes at them in a couple of years time, they could get hundreds or thousands of incidents fined upon that adds up to a lot.

My guess is that the anti-gambling usage terms will eventually be dropped.

Is this something new within the last few weeks? I've made several deposits and withdrawals to B105, Bookmaker, BAS using coinbase and not had any issues.

No it has always been the case. A lot of people ignore their terms and do what you do and don't have a problem, until they do. It's not a slam dunk you get caught. It's luck of the draw.

If you would consider it a big problem to not have the Coinbase account, then it's smart to make the extra effort.
