Does anyone know about this shop? Iowa also has DraftKings, William Hill and PointsBet among others.

I don’t know much about Elite Sportsbook. Any thoughts?

Also, how do I know if my local books are market makers like Pinny? Or are they almost certainly retail books and just copy lines? I’m wondering if they have traders and actually move lines on action or if it’s just on air.

If by local books you mean land Casino then yes whoever their provider (source) William Hill, MGM, Ceaseers, etc is their line. The individual casino may move lines to adjust to their volume of bets but they aren't originating any lines.
