I understand limits are smaller on apps than in person. Can anyone tell me what the limits are for NBA, NCAAB, and NHL sides with some of the apps in Nevada or other states?

I would recommend trying to bet $500 or less on the apps and go to the book and bet over the counter if you want more.
From my experiences, once you start betting more than a nickel, they keep a close eye on your account and will eventually lower your limits or cut you off from the app betting and only allow you to bet in person.
