So it looks like Bookmaker has updated their House Rules and T&C section of their website. This used to be a clause in the house rules section:

• 31. All bonus offers are optional, valid only at the time of deposit, and subject to Terms and Conditions, including a rollover. Bonus offers cannot be claimed after deposit. Bonuses are available to clients from the US and Canada only. Additionally, players using anonymous proxys are not eligible for bonuses.

However this language has seemed to disappear from the version of the website that exist as of the time of this writing.
