Under 2.5 seems like the best play.
Russia gave up 4 in their opener, but that was against Spain, who have arguably the best strikers in the world, and once they got down 2 they had to open up big time, leading to two more goals. They also are missing one of their best scorers for the tournament, so they will most likely struggle to score goals, especially against defense oriented Greece.
Greece just likes to play a game of possession, and live off of counter attacks and set pieces. They play a very ugly game that makes their games very unpleasent to watch, but it is the reason they won the last Euro Cup. They don't care about making the game exciting (even the Greek fans were booing them at points in their game against Sweden for taking so long to move the ball up the field), all they care about is winning the game.
I feel as though this game could go either way as it might only take 1 goal to get the win, so I'm going to play the under 2.5. I can see there being one goal throughout the game, and possibly another late one when the losing team has to open up in an effort to tie the game, but I don't see there being 3 goals in this game.
This might be the type of game you bet on, but just go out and do something while it's on instead of watching because I promise you that you won't enjoy watching this game. Good luck on whatever you guys decide.
