Stop fooling people with things like Romania will use 2nd close to 3rd team. They are missing important players, OK, but no way they will get close to 3rd, it is not even full 2nd team if you get the idea. Rat, Marica, Mutu, Sapunaru are the important guys who will miss, maybe Tamas who used to be a regular but since moving to West Brom he almost didn't play. Instead, there are some youngsters who are supposed to have potential, some had succesfull season with their league team. Romania is not that bad and a +1.25 handicap looks worth taking. I don't see Paraguay winning big.

Romania were also supposed to lose big against Brazil, a higher rated team but things went like nobody expected, they lost by one.

Do note that Romania is usually a team that plays well against big names, ok Paraguay isn't exactly one of them, they can keep games tight.

So, be careful whatever your wager might be. But if you'd need my advice, pick Romania +1.25 and enjoy winnings.
