I know the spread game is regulation time, because Barcelona to win UCL is -201.

the only way it would make sense is that if -.5 goals is a push at the end of regulation if the score was 0-0. I am not sure if that is the case or not but to me that is the only way it makes sense.

ML and -0.5 are exactly the same bet. Since they are two different markets you can sometimes see a little difference in price though.
