Well your "word on the street" is probably confusing Arsenal with a club who pays alot more than Wenger is willing come up with. Santos turned down $35 Million for Neymar last year from Chelsea because the fee wasn't nearly enought. Santos is now talking $50-$60 million for him, and Wenger won't pay that kind of money for anyone. He's going to Chelsea...case closed
