Here in Brazil there are the regional championships before starting the national championship. There is a regional championship for each state that compose the Brazilian territory.
Examples: In the state of São Paulo have the Championship consists of big clubs like Corinthians, São Paulo, Palmeiras and Santos, along with other clubs in lower expression, clubs located within the state, in towns away from large urban centers, but often difficult for the goals of the clubs considered great.
The above example also applies for the following championships:

Campeonato Carioca: The title of the championship is usually won by big clubs, Flamengo, Vasco, Fluminense and Botafogo. Since the 1967; champion is one of four clubs.
Campeonato Paulista: Obviously the big clubs in the state, start the tournament as favorites. However, some teams considered "small teams" can reach the finals of this tournament and sometimes become champions. Some recent examples are: Ituano, São Caetano.
The Paulista championship is considered by many the most competitive regional league and coach.
In my opinion, the "Campeonato Paulista" is more balanced than the "Campeonato Carioca".
