Webo should have refused the penalty kick if fair play would have been more common in football. Here's an example of a player that admitted that he wasn't fouled and convinced the referee not to give the spot kick:
Lazar refused the penalty also because his team was up 4-0 in that game, otherwise he probably wouldn't have said no to that gift, but still, it was a nice gesture from him.
