Netherlands/Uruguay 1H Draw

Anybody else on this? If you look at past results, there would be no reason to take this play. Uruguay and the Netherlands have both scored early in the matches that they've played in this World Cup. Yet the 1H draw if valued at almost EV right now, and the 1H Under 1 play is so heavily juiced that you know Vegas is looking at a scoreless first half.
